Who this is

Admah was one of the five "cities of the plain" in the Jordan Valley, paired throughout Scripture with its neighbor Zeboiim, destroyed along with Sodom and Gomorrah for their wickedness (Genesis 10:19; 19:24-25; Deuteronomy 29:23). Hosea later cites Admah and Zeboiim's total destruction as a measure of the mercy God chose instead to show Israel (Hosea 11:8).
