Who this is

Arpad was a Syrian city near Hamath that Assyrian kings repeatedly cite as proof of their conquering power (2 Kings 18:34; 19:13; Isaiah 10:9; 36:19; 37:13); it fell to Tiglath-pileser III after a lengthy siege around 740 BC, an event confirmed in Assyrian royal annals. Jeremiah later pairs it with Damascus and Hamath in his oracle against Syria (Jeremiah 49:23), and its ruins are identified with Tell Rifaat north of Aleppo.
