First, in plain English

Rachel's maidservant. Laban had given her to Rachel, and when Rachel had no children she gave Bilhah to Jacob as a wife. Bilhah bore him Dan and Naphtali.

Who this is

Bilhah was Rachel's maidservant, given to her by her father Laban, whom Rachel in turn gave to Jacob as a wife when she herself remained childless. Bilhah bore Jacob two sons, Dan and Naphtali, who became tribal ancestors of Israel. Reuben's affair with Bilhah after Rachel's death cost him his birthright as firstborn, which passed instead to the sons of Joseph.
