Who this is

Cabul refers to two places, not a person. One was a town on the eastern border of Asher (Joshua 19:27). The other was the name given, apparently disparagingly, to a district of twenty towns in Galilee that Solomon ceded to King Hiram of Tyre in payment for building materials and labor; Hiram was displeased with them and called the land “Cabul,” meaning roughly “good for nothing” (1 Kings 9:10-13).
