Caesar is used throughout the New Testament as the standard title for the reigning Roman emperor rather than one specific man, covering at least Augustus, under whom Jesus was born, and Tiberius, during whose reign Jesus was crucified. Jesus's famous instruction to render to Caesar what is Caesar's and to God what is God's was a direct response to a politically loaded question about paying imperial taxes.
