Titus had gone to Dalmatia by the time Paul wrote from his last imprisonment in Rome. It was the rough coast along the eastern Adriatic, part of the province of Illyricum, roughly modern Croatia and Montenegro. Rome had put down a big revolt there under Tiberius in AD 9.

Dalmatia was the rugged coastal region along the eastern Adriatic, part of the Roman province of Illyricum, corresponding roughly to the coast of modern Croatia and Montenegro. Paul mentions it once, noting that his companion Titus had gone there during Paul's final imprisonment in Rome (2 Timothy 4:10); Paul himself claims earlier to have preached as far as Illyricum (Romans 15:19). Rome fought several wars to subdue the Dalmatian tribes, finally crushing a major revolt under Tiberius in AD 9, decades before Paul's letter.
