Who this is

Ellasar was not a person but the kingdom ruled by Arioch, one of the four kings who campaigned against Sodom and its allies alongside Chedorlaomer of Elam (Genesis 14:1, 9). Many scholars connect it with Larsa, an ancient Mesopotamian city between Ur and Uruk that has been extensively excavated and whose ruins preserve royal inscriptions from its own line of kings.
