Who this is

Halah was a district in Assyria, likely near Nineveh, to which the Assyrians deported Israelites from both the northern kingdom and the Transjordan tribes after conquering Samaria (2 Kings 17:6; 18:11; 1 Chronicles 5:26). Sargon II's own inscriptions boast of deporting tens of thousands of people from Samaria around 722 BC, independently confirming the mass deportation the Bible describes, even though Halah itself is known mainly from the biblical text and from later geographers who placed a district by a similar name in the same general area.
