First, in plain English

Moses asked him to be Israel's guide out of Sinai, since he knew the wilderness. He was a Kenite related to Jethro, and Judges uses a word for him that has led some to think he was Jethro himself. His descendants settled near Jericho and later around Arad.

Who this is

Hobab was Moses' brother-in-law, a Kenite and relative of the Midianite priest Jethro, whose knowledge of the wilderness terrain Moses sought when Israel set out from Sinai, asking him to serve as guide (Numbers 10:29-32). Judges 4:11 uses the same relational term for him as for Moses' father-in-law, an ambiguity in the Hebrew word for in-law that has led some to identify Hobab with Jethro himself rather than as a separate individual. His descendants, the Kenites, settled among the Israelites, first near Jericho and later in the Negev around Arad (Judges 1:16).
