Who this is

Juttah was a town in the hill country of Judah assigned to the Levites descended from Aaron (Josh. 15:55; 21:16). It survives as the modern village of Yatta, a few miles south of Hebron, and a long tradition, based on Luke's description of Zechariah and Elizabeth's home as a city of Juda in the hill country, identifies it as the birthplace of John the Baptist (Luke 1:39).
