First, in plain English

First word of the writing on the wall at Belshazzar's feast, and Daniel reads it as numbered.

Who this is

Mene was not a person but the first word of the mysterious writing that appeared on the wall during Belshazzar's feast in Babylon, which Daniel alone could read and interpret (Daniel 5:25-28). Repeated as "Mene, Mene," it meant "numbered," and Daniel explained it as God's declaration that Belshazzar's kingdom had been measured out and brought to an end; Babylon fell that same night.
