First, in plain English

He took the northern throne by murdering the king before him. Then he joined Syria against Assyria, invaded Judah, and tried to force King Ahaz into the alliance.

Who this is

Pekah seized the throne of northern Israel by assassinating his predecessor and allied with Syria against Assyria, an alliance that included invading Judah and trying to force King Ahaz into joining them. Assyria's king Tiglath-pileser the Third responded by conquering large parts of Israel's territory and deporting the population, a devastating blow from which the northern kingdom never recovered, and Pekah himself was assassinated soon after by his successor.
