Who this is

Riblah was a town on the east bank of the Orontes River in the land of Hamath, at a strategic crossroads between Egypt, Palestine, and Babylon. It served twice as a wartime headquarters, first for Pharaoh Necho after his victory over Josiah at Megiddo (2 Kings 23:33), then for Nebuchadnezzar during his final siege of Jerusalem, where the Judean king Zedekiah was brought to be blinded after watching his sons executed (2 Kings 25:6-7; Jeremiah 39:5-6; 52:9-11). Its ruins survive at the modern village of Ribleh in Syria.
