Who this is

Saphir, "beautiful," was a town of Judah that Micah addresses in a wordplay-laden oracle of judgment, telling its inhabitants to pass by naked and ashamed, the town's pleasant name mocking its coming disgrace (Micah 1:11). It is generally located at es-Sawafir, southeast of Ashdod in the coastal plain. Nothing else about the town is recorded.
