Who this is

Shiloh was a town in Ephraim, north of Bethel, where the tabernacle stood through most of the period of the judges until the Philistines captured the ark and the sanctuary's importance faded; it was here that young Samuel served under Eli and heard God's call. Centuries after its destruction, Jeremiah cited Shiloh's ruined fate as a warning to Jerusalem. The same word appears in Jacob's blessing of Judah in Genesis 49:10, where “until Shiloh comes” has traditionally been read as a title for the coming Messiah, though translators have long debated whether the term there is a place name, a title, or a corrupted phrase.
