First, in plain English

Not a man but a people or district, named with Pekod and Koa in Ezekiel 23:23 among the lovers who will turn on Oholibah.

Who this is

Not an individual but a people or district named alongside Pekod and Koa in Ezekiel's oracle against Jerusalem, personified there as one of Oholibah's unfaithful lovers who will turn against her (Ezekiel 23:23). Most scholars identify Shoa with the Sutu, a seminomadic people known from Babylonian and Assyrian records who lived east of the Tigris, making the string of names in this verse a pointed reference to Babylon's own allies and vassals.
