First, in plain English

The second well Isaac's herdsmen dug in the valley of Gerar. The Philistines there fought over it as they had over the first, so it was called hostility.

Who this is

Not a person but the second of two wells Isaac's herdsmen dug in the valley of Gerar, named "strife" or "hostility" because the Philistines living there disputed Isaac's claim to it, just as they had with the first well (Gen. 26:21). Isaac moved on and dug a third well, Rehoboth, before the dispute finally ended.
