Who this is

Succoth-benoth was a deity brought to Samaria by colonists from Babylon whom the Assyrians resettled there after conquering the northern kingdom of Israel, part of a patchwork of foreign gods the new population continued worshiping alongside a token fear of the Lord (2 Kings 17:24-30). Scholars generally identify the name with a garbled Hebrew rendering of Zarpanitu, the Babylonian goddess who was consort to the chief god Marduk.
