Susanchites were people from Shushan, the great city of Susa in Elam that later served as a winter capital of the Persian empire, among the foreign groups settled in Samaria who opposed the rebuilding of Jerusalem's temple. Susa's excavated ruins include the palace of Darius and Xerxes, and the site also yielded the famous law code stele of Hammurabi, carried there centuries earlier as war plunder.
