Who this is

Telassar is named by the Assyrian king's messenger, alongside Gozan and Haran, as one of the territories already conquered and resettled by the children of Eden before Assyria's assault on Jerusalem (2 Kings 19:12; Isa. 37:12). It lay somewhere in Mesopotamia, and some have proposed identifying it with a site near Sinjar, though the identification remains uncertain.
