Theophilus was the person to whom Luke dedicated both his Gospel and the book of Acts (Luke 1:3; Acts 1:1). Luke addresses him with the same title, 'most excellent,' that he elsewhere uses for the Roman governors Felix and Festus, which has led some to think Theophilus held an official rank, though nothing certain is known about him beyond these two dedications.
