Who this is

Toah was a Kohathite Levite listed in the genealogy of 1 Chronicles 6:19-34 as an ancestor of the prophet Samuel and of Heman, the temple musician David appointed. The same family line appears elsewhere in Chronicles and Samuel under the variant spellings Nahath and Tohu, reflecting the normal drift in how genealogical records preserved names across generations of copying. His only role in the text is as a link connecting the priestly and musical branches of the Kohathite family to the house of Elkanah.
