One of two men, along with Ithiel, named as recipients of Agur's sayings that open Proverbs 30 (Proverbs 30:1). Many modern scholars read the underlying Hebrew not as proper names at all but as a statement of Agur's exhaustion, something closer to "I am weary, God, I am weary and worn out," which makes Ucal's status as a real historical person doubtful.
