Who this is

Zareth-shahar, "splendor of the dawn," was a town in the territory allotted to Reuben east of the Jordan, situated on a hill overlooking the plain by the Dead Sea (Joshua 13:19). It is usually identified with ruins near the mouth of the Wadi Zarqa Ma'in, close to the ancient hot-spring resort of Callirhoe on the sea's eastern shore. Little survives at the site beyond scattered wall fragments and column pieces.
