Who this is

Zeboiim was one of the five cities of the plain in the Jordan Valley, listed alongside Sodom, Gomorrah, Admah, and Bela (Genesis 10:19; 14:2, 8). It was destroyed with Sodom and Gomorrah for its wickedness (Deuteronomy 29:23), and Hosea later cites its ruin, alongside Admah's, as a measure of the mercy God chose instead to show Israel (Hosea 11:8).
