The post-exilic governor who rebuilt the temple, buried in the middle of Luke's genealogy (3:27) between the exile and the more familiar names. Josephus (spelling it 'Zorobabel') preserves the actual Persian decree funding the rebuilding out of the royal treasury, the bureaucratic paper trail behind the one line in Luke's list.

Zerubbabel was a descendant of David who led the first wave of Jewish exiles back from Babylon to Jerusalem and served as governor of the province, overseeing the rebuilding of the temple's foundation and, with the prophets Haggai and Zechariah's encouragement, its eventual completion. His place in David's line, preserved even in exile, keeps the promise of an eventual Davidic king alive in the postexilic books.
