Echoes of Revelation

Revelation never quotes the Old Testament outright, yet no New Testament book refers to it more. See both texts side by side, why they don’t match, and what John does with them.

Revelation 13:11, two horns like a lamb

The second beast's two horns recall the two-horned ram of Daniel 8, while its lamb-like look mocks the Lamb.

Revelation 13:11

Revelation 13:11, in every translation this tool compares.

First, in plain English

A wolf in a sheep's costume still sounds like a wolf when it speaks. In Daniel 8 a ram with two horns stands for an empire. John's second beast rises from the earth with a lamb's two horns, but it talks like a dragon. Beale hears Daniel's ram in the two horns. The lamb look is a disguise, a cheap copy of the Lamb with seven horns in chapter 5.

What matches

A horned animal that stands for a ruling power, with exactly two horns. The Hebrew of Daniel 8:3 says the ram had qeranayim, two horns.

Why it doesn't match exactly

Daniel's ram is a ram; John's beast has horns like a lamb. The vault's Greek of Daniel 8:3 says only that the ram had horns, without the number; the Hebrew form gives two, and Beale cites the Hebrew. The comparison of Greek and Hebrew is drawn here. John adds that the beast speaks like a dragon.

What John does with it

The second beast looks harmless and talks like the devil. Beale reads it as the false prophet, who makes the first beast's claims sound persuasive, often from inside the church. Jesus warned of false prophets in sheep's clothing.

What this echo is not

Not a gentle figure. The lamb-like horns are a disguise; the dragon's voice shows what it is.

Go deeper

Beale says the description is from the Hebrew of Daniel 8:3, a ram that had two horns, and adds Daniel 7:7 in the Greek, he had horns. Daniel's ram stands for Medo-Persia, the second kingdom, so the first beast is modeled on Daniel's fourth kingdom and the second on the ram, a pattern for later tyrants. He also says the two horns may mimic the two witnesses of chapter 11. Keener says the two horns might reflect Persia in Daniel 8; the NIV Cultural Backgrounds Study Bible says they may evoke the ram; the CSB Study Bible cross-references Daniel 8:3 and notes the word could be ram. The grade is drawn here: the two horns and the ruling animal match, but the lamb is John's own.

Where the sources disagree

Beale reads the second beast as including false teachers inside the church. Keener points mainly to the provincial council that ran the emperor's cult in Asia. The NIV Biblical Theology Study Bible reports both a preterist view, the cult's priests, and a futurist one, a religious leader beside a political one. MacArthur reads the second beast as the final false prophet, a religious leader beside the Antichrist, who is mainly a political one. Its two small horns show it is weaker than the ten-horned beast, and its lamb look marks a false Christ.
